For DIGicare transactions that happen through Stripe, we need to be able to recieve an email letting us know of payments that have been declined.

After we have successfully added a new customer from OA to Stripe for DIGicare services, there have been a few occasions where a card will be declined later down the road on one of the monthly recurring payments. We, in the DIGicare support team and Accounting, need to be notified when a transaction gets declined for whatever reason. Can we start to receive emails whenever a transaction has been declined?
