Currently, when someone goes to the DIGicare section on OA, a customer gets created in Fusebill if there isn't one already. This needs to be changed to when a customer buys a DIGicare service through OA, then the customer gets created in Fusebill. Right now, we are getting overloaded with data that is meaningless to be in Fusebill. We only need customers in Fusebill that have bought a service.
