Lapsed Policy - Payment notifaction

We need something that informs a customer that when their contract is lapsed that they need to call into the Home Office to figure out how much they have to pay to get their contract current.  Currently we just remove the payment button, but we need to instruct them on their options.

We will want to make sure we get feedback from Teresa M.
