Digiclaim requested quotes that do not complete

Digiclaim requested quotes that do not complete go to "Processing Claims" and an email is sent to the claims department to do the quote manually, no data page should be created

A Claims Data page is being created regardless if the quote request goes through or not. this should not happen. No Claim data page should be created if the quote is sent to the claims department via email for that quote to be done manually,.
