user - Jcampe & rtapp

These users should have access to the same location - Robert Massie Funeral Home.  Rusty Tapp owns it, but James Campbell used to own it.  Rusty is good with giving James SOME access to it, but not all.  James owns other locations and should have full access to them.

Currently the only way for me to give him some access to 1 location and full access to others is to give him 2 separate logins.  We need a way to allow users to have 1 login, but be able to separate access per location.
