Fix bug that is inhibiting the changing of a file type in GIAS

I am needing to update the existing Irrevocable Assignment Form in OA via GIAS. The OA resource is currently categorized as a Document. I tried to change this resource from a document to an external resource yesterday. Upon testing the updated item I was sent to a page that told me that the page isn't working.
